City Council Adopts $80,000 Restaurant Relief Program, Declares “Mayor Tim Knapp Day” on Dec. 15
Dec. 8, 2020 — At the Dec. 7, 2020, meeting of the Wilsonville City Council, the Council adopted a resolution to provide $80,000 in relief to local restaurant operators. City grants of up to $2,000 are being distributed this month to help Wilsonville’s dine-in restaurants compensate for the loss of business during the ongoing pandemic.
The City Council also adopted a resolution declaring Dec. 15, 2020, “Mayor Tim Knapp Day” in honor of the outgoing mayor, who has served the community for the greater part of two decades.
Council President Kristin Akervall read a proclamation to mark the occasion and the City Manager introduced a video that allowed several peers and partners in public service to thank the mayor for his contributions and wish him a fond farewell. The City is hosting a drive-thru farewell event at the Wilsonville Community Center to allow residents and community stakeholders to offer a personal farewell and thank you to Mayor Knapp and his wife, Melodee on Tuesday, Dec. 15, from 4 to 6 pm.
For a second year in a row, the City Council is holding steady garbage and recycling collection/disposal rates. The City adopted a rate review of solid-waste franchisee Republic Services that determined that the company's operating margin fell within the agreed-upon range. The review also indicated that a proposed Metro tipping-fee and other increasing expenses may result in a rate increase later next year.
The Council adopted a resolution establishing by-laws for the Kitakata Sister Advisory Board, a new City board to provide oversight of the cultural exchange program with Kitakata City, Japan. The action allows for greater structure, consistency and financial stability to cultivate the 32-year relationship between the two cities.
The City’s Local State of Emergency was extended until Feb. 2, 2021, to provide latitude for the City to continue to coordinate an effective response to COVID-19 by redirecting funding for emergency use as needed, implementing mutual-aid agreements with other public agencies and otherwise adjusting operations in the interest of public welfare.
The Council supported a motion to have City staff draft a resolution, for the Council’s consideration at the Dec. 21 meeting, that would provide a stipend for Wilsonville’s elected officials. The stipend, if passed, would compensate Councilors for time served and make public service more viable for more residents in the future.
Additionally, the Council completed the following actions:
- Adopted the certified canvass of votes from the November 2020 election
- Approved a contract for a new credit card payment and processing software that the City is implementing to provide better security and more cohesive integration with financial software.
- Approved the re-appointment of Jean Svadlenka to the Development Review Board (Panel A) for a two-year term that continues through December 2022.
At the work session prior to the meeting, Engineering staff updated the Council on street maintenance activities completed in 2020, including repaving and re-striping of Day Rd. and Elligsen Rd., and the construction of several ADA curb ramps and buffered bike ramps. Staff also shared the preliminary street maintenance plan for next year, which includes repavement and reconstruction work on Town Center Loop and Park Place.
The next City Council meeting is scheduled to be held virtually on Monday, Dec. 21, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
