Wilsonville Urban Renewal Agency Annual Report

Fiscal Year 2023-24

February 4, 2025 — At the February 3, 2025, meeting of the Wilsonville City Council, the Council approved a $652,000 contract with Brown & Caldwell to fund a project to replace the backup Ultraviolet (UV) disinfection system at the Wastewater Treatment Plant (WWTP).  Replacing this failed backup system ensures redundancy and reliability for the disinfection of treated wastewater effluent to protect public health and the environment.

Additionally, the Council approved the amendment of a contract with Flow Line Construction LLC, which adds $43,000 to accommodate the construction of an ADA-accessible route along The Park at Merryfield Trail and improved ADA access to the playground area.

These documents guide how the City reacts to specific legislative proposals that may arise during the 2025 session of the 83rd Oregon Legislative Assembly, which convened this week in Salem.

January 7, 2025  To begin the January 6, 2025, meeting of the Wilsonvillle City Council, City Hall welcomed its three new elected officials — Mayor Shawn O'Neil, Councilor Anne Shevlin, and Councilor Adam Cunningham. Each was sworn in by Municipal Court Judge Fred Weinhouse.

Afterward, the Council approved the allocation of $21,000 in Community Cultural Events and Programs (CCEP) Grant awards, as recommended by the Arts, Culture, and Heritage Commission (ACHC). These grants, which aid non-profit organizations that produce programs, events and festivals for the benefit of the Wilsonville community, will be distributed to three local organizations:

December 3, 2024 — At the December 2, 2024, meeting of the Wilsonville City Council, the Council adopted solid waste and recycling rates for 2025. Informed by an annual rate review analysis, rates for most residential customers are to increase $.89-1.15 per month, effective  Feb. 1, 2025. Rates won’t increase for customers with 20-gallon cart service.

ParkWorks Class 3 Sign Permit and Waiver:  A proposal to waive the standard wall sign allowance in the Planned Development Industrial Zone in order to paint a 603 square foot sign on the west facade of the ParkWorks building at 26600 SW Parkway Avenue.

November 19, 2025 — At the November 18, 2024, meeting of the Wilsonville City Council, the Council adopted an intergovernmental agreement with Clackamas County that allocates more than $507,000 into Wilsonville to advance several initiatives to reduce and/or prevent homelessness locally.

Funded by the Metro Supportive Housing Services tax in 2020, this award funds five new programs for a two-year period, including the construction of benches that accommodate device charging during open park hours at Town Center Park and Murase Plaza, gas and clothing vouchers to those otherwise unable to attend work or seek employment, financial literacy training, hotel vouchers for emergency overnight housing, and auto repair services.

October 29, 2024 — For the 27th consecutive year, the Government Finance Officers Association of the United States and Canada (GFOA) has recognized the City of Wilsonville Finance Department with both the Distinguished Budget Presentation Award and the Certificate of Achievement for Excellence in Financial Reporting.

These recognitions from GFOA reflect the commitment of the City Finance staff to meet the highest principles of governmental budgeting and financial reporting standards.

October 28, 2024 — At the Oregon Recreation & Park Association’s (ORPA) annual conference in Sunriver, Ore., Oct. 23-25, the City of Wilsonville’s Parks and Recreation team was recognized with awards for its management of the Stein-Boozier Barn and its long-standing partnership with the Korean War Memorial Foundation of Oregon (KWMFO).

“We’re grateful recipients of this recognition from our peers,” said Kris Ammerman, the City’s Parks and Recreation Director. “The best reward is in knowing that the work we’re doing is providing high-quality amenities that are providing value to the community and contributing to peoples’ lasting memories.”

October 22, 2024 — At the October 21, 2024, meeting of the Wilsonville City Council,  the Council advanced the I-5 Boone Bridge Replacement Project by approving the Oregon Department of Transportation’s Climate-Friendly and Equitable Communities (CFEC) Enhanced Investment Scenario Review Report and requesting an “authorization report” in support of a new southbound auxiliary lane extending from the Wilsonville Rd. on-ramp past Miley Rd. to the State Highway 551 interchange exit.

October 8, 2024— At the October 7, 2024, meeting of the Wilsonville City Council, the Council approved a contract with Andersen Pacific, Inc., to address failing components within the City’s popular water features at Town Center Park and Murase Plaza in order to ensure these amenities remain operational. The first phase of the project updates the mechanical infrastructure of the Murase Plaza features; future phases provide on-call support to limit downtimes and replace outdated components at Town Center.

October 3, 2024 — The City of Wilsonville is recruiting applicants with an interest in serving on the City boards and commissions that provide guidance and oversight of several City programs.

New terms begin in January 2025 for 25 open seats on six City boards. Members typically attend evening meetings (no more than once a month) and assist in making policy recommendations to the City Council.

Frog Pond Ridgecrest 28-Lot Residential Subdivision:  A proposal for annexation to the City of Wilsonville and rezoning of approximately 9.00 acres and development plans for a 28-lot residential subdivision located at 7400 SW Frog Pond Lane.

September 17, 2024 — At the September 16, 2024, meeting of the Wilsonville City Council, the Council adopted an amendment to the 2019 intergovernmental agreement with Tualatin Valley Water District (TVWD) and the Willamette Water Supply System Commission. A revised project timeline for the Raw Water Facilities Project, part of a 26-mile-long water pipeline from Wilsonville to serve Hillsboro, Beaverton and TVWD customers, is requiring a six-month extension of the project’s completion date to June 30, 2025.

Following a public hearing previously held on Sept. 5, the Council approved, on second reading, codifying the Diversity, Equity and Inclusion Committee as a standing committee in Wilsonville Code, thereby strengthening the City’s commitment to work advancing diversity, equity, inclusion, accessibility and belonging.
