City Council Adopts Development Code Amendments at Coffee Creek Industrial Area

March 19, 2024 — On March 18, 2024, The Wilsonville City Council, on second reading, adopted amendments to development code within the Coffee Creek Industrial Design Overlay District. The action supports the needs of prospective industrial developers without compromising the City’s form-based design standards within the connected, high-quality employment center.

During Communications, State Rep. Courtney Neron (House District 26) summarized actions taken by the State legislature during the recently-completed 2024 legislative session, including legislation aimed at increasing housing production, providing better access to mental health resources and addiction treatment, addressing the homelessness crisis, building safer communities, and expanding access to childcare. Neron is hosting a Town Hall meeting to talk with constituents on Saturday, April 13, at 1:30 pm at the Wilsonville Public Library.

During Mayor’s Business, Mayor Julie Fitzgerald announced a recent $1.7 million allocation by the Washington County Coordinating Committee toward future improvements at the 65th Ave./Elligsen Rd./Stafford Rd. intersection. With previous financial commitments from Clackamas County and the City, about $8.7 million has been allocated toward this critical transportation improvement project.

Within the period of public comment, several residents of Frog Pond West sought assistance from the City in mitigating the difficulties getting in/out of the neighborhood because of the ongoing construction of both the Boeckman Dip Bridge and the new primary school. Mayor Fitzgerald noted that that bridge construction will require a period of pile driving that will add noise congestion for a period of about four weeks this spring.

At the work session held prior to last night’s meeting, Legal staff continued working with the Council to refine the City’s contracting code. Amendments to be considered at future meeting would establish administrative rules for City contracting and require the City Council’s approval on contracts that exceed $250,000 (currently, contracts exceeding $100,000 are subject to review). The higher figure would account for inflation and put the City in alignment with Oregon Public Contracting Code

Additionally, the Council directed the Finance staff to proceed with an amendment to a contract with Metereaders, LLC, that accommodates a 51% rate increase for meter reading that is necessitated by inflation, and the rising costs of labor and insurance. This increase is to be absorbed by the City’s water and sewer funds, and not passed on to ratepayers. The contract extends the vendor’s services through June 2025 as the City explores the benefits and costs of implementing an automated remote meter reading system at a future date.

The next regular meeting of the City Council is scheduled to be held on Monday, April 1, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
