City Council Adopts Stormwater Code Amendments, Approves SMART Rider Rules

September 19, 2018 — At the September 17 Wilsonville City Council meeting, the Council adopted, on second reading, a re-write of Wilsonville Code (WC) Chapter 8 – Environment addressing housekeeping and substantive issues for rules and enforcement of stormwater regulations. Revised code accounts for changes to federal and state laws and clarifies components of the enforcement of stormwater, industrial wastewater and sanitary-sewer regulations. New provisions clarify when and how enforcement actions are triggered and provide for escalating penalties for a lack of compliance.

On first reading, at a public hearing, the Council approved changes to WC Chapter 10, establishing comprehensive Transit Rider Rules for users of South Metro Area Regional Transit (SMART). The list articulates a code of conduct, establishing clear, reasonable and consistent guidelines to allow passengers and SMART employees a safer, more enjoyable use of Wilsonville’s transit system and to provide City staff clarity in the enforcement of transit regulations when necessary.  Upon final adoption, community outreach will inform riders of the new regulations and allow ample time to properly train SMART staff before enforcement begins.

The City Manager’s report detailed an upcoming staff meeting with Wilsonville Police and others to address additional ways to mitigate congestion at Wilsonville Road and Boone’s Ferry Road.

In the work session prior to the meeting, the Council discussed potential impacts to Wilsonville of planned expansion of the Aurora State Airport as well as City Council response to an upcoming state legislative committee. City staff updated Council members on amendments to City code pertaining to the construction of accessory dwelling units (ADUs); these are scheduled to be presented for Council consideration on Oct. 1. 

Willamette Water Supply Program representatives joined City staff to provide an update on local coordination of the their long-term project to develop a resilient water supply that includes construction of large-diameter underground transmission pipe at locations within Wilsonville with a goal of as little disruption as possible and coordination with the City’s existing projects.
