City Council Affirms Development Review Board Ruling
April 16, 2024 — On April 15, 2024, the Wilsonville City Council affirmed Development Review Board (Panel B) Resolution 429. The application before the Development Review Board (DRB) requested a Class I review to determine that there is an existing non-conforming use for the property located at 29400 SW Town Center Loop West. The DRB found that the non-conforming use, established on June 5, 2019, is a 159,400-square-foot electronics-related retail use. While the applicant is Home Depot, the decision was limited to a determination of existing non-conformance only, based on applicable state law and City Code, and there was not an application considered for the development of a Home Depot project.
The Council approved a $252,000 contract with Flow Line Construction LLC to complete ADA-compliant trail upgrades to the Park at Merryfield Trail and to construct a new segment of the new Boones Ferry Park trail that provides connection to the Old Town neighborhood. Grant funding of $115,000 is covering nearly half of the cost of the project.
On second reading, the Council adopted the 2024 Stormwater Master Plan as a sub-element of the City’s Comprehensive Plan. The Stormwater Plan, last updated in 2012, identifies 15 short- and long-term capital projects to meet current and future storm drainage infrastructure needs over the 20-year planning period.
The Council accepted the relinquishment of a portion of Elligsen Road by the Oregon Department of Transportation and approved a Cooperative Maintenance Agreement between the City of Wilsonville and the State for the portion of road to be relinquished. This agreement allows the City to have authority over design and construction standards of the roadway to ensure it complies with the City’s Transportation System Plan and local road standards. The transfer also clarifies road maintenance responsibilities and ensures efficient and consistent road maintenance activities.
During Mayor’s Business, Mayor Julie Fitzgerald appointed Councilor Katie Dunwell as the Council’s representative on the City’s newly-established Housing Our Future Task Force, which is to develop policies and actions to support Wilsonville’s housing needs. Councilor Caroline Berry was appointed as the alternate representative.
During Communications, representatives from the Children’s Center of Clackamas County shared details of the center’s work. In conjunction with their visit, Mayor Fitzgerald read a proclamation declaring April as Childhood Abuse Prevention Month in Wilsonville.
At the work session held prior to the meeting, the City’s Planning staff sought additional input from the City Council to advance a project to implement new development code amendments that are informed by The Frog Pond East & South Master Plan, the Equitable Housing Strategic Plan, stormwater best practices, and additional considerations.
The next regular meeting of the City Council includes delivery of the annual State of the City Address by Mayor Fitzgerald. It takes place on Monday, May 6, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
