City Council Approves Code Changes, Ground Lease

Aug. 7, 2019 — At the Aug. 5, 2019, meeting of the Wilsonville City Council, the Council adopted on second reading changes to Wilsonville City Code, sections 8.010 and 4.179. These updates support implementation of Metro’s regional initiative to divert commercial food-scraps away from landfills. Businesses that produce high volumes of food scraps are required to begin participating in a commercial food-scrap collection program in March 2020.

Additionally, the Council approved a ground lease that accommodates the installation of a 180-foot tower on City reservoir property north of Elligsen Road in order to support Clackamas 800 Radio Group voice and data communications systems that benefit Clackamas County public safety providers.

During Communications, State Senators Kim Thatcher and Alan Olsen, who represent Wilsonville north and south of the Willamette River respectively, provided updates from the recently completed Oregon legislative session, including their work in support of legislation to advance I-5 Boone Bridge traffic-congestion improvements.

During Mayor’s Business, Mayor Tim Knapp provided an update on the City’s progress toward replacing the vacant seat on City Council. Mayor Knapp and Council President Kristin Akervall are in the midst of conducting interviews with applicants, and anticipate providing a list of finalists for the Council’s consideration by mid-August. The vacancy was created by the June 30 resignation of Susie Stevens.

During the work session prior to the meeting, City staff presented a draft of a housing market research report to guide ongoing work to develop an Equitable Housing Strategic Plan. Staff also provided Council with information about a new City website, LetsTalkWilsonville.com, that the City is launching this month to facilitate better engagement with community members.

Public Works staff detailed the framework of a plan to install LED lighting in the City’s roadways and neighborhoods and outlined the procedures the Council would follow should a state of emergency arise.
