City Council Approves Contract to Begin Master Planning in Frog Pond East and South Neighborhoods
April 6, 2021 — At the April 5, 2021, meeting, the City Council approved a $350,000 contract with Angelo Planning Group to develop a master plan for the Frog Pond East and Frog Pond South neighborhoods. The plan, targeted for adoption in late 2022, is to establish a foundation for the development of well-designed, walkable and connected future neighborhoods. This project is substantially funded by a grant under Metro’s 2040 Planning and Development Grant Program.
Additionally, the Council authorized the City Manager to execute a $1.47 million Contract with Braun Construction to complete the next phase of the Charbonneau Consolidation Improvement Plan. Scheduled work includes storm, sewer and water pipe replacements in designated areas as well as street resurfacing on Arbor Glen Court and portions of Arbor Glen Loop and Old Farm Road.
The Council also continued to April 19 a scheduled public hearing to approve Comprehensive Plan and Zone Map amendments to accommodate construction of the Canyon Creek subdivision so that the Development Review Board can hear public feedback and make a recommendation on the project, which would build an eight-lot residential subdivision.
During Communications, a representative of Oregon Community Trees recognized Councilor Charlotte Lehan as a 2021 recipient of the Oregon Urban and Community Forestry Award, presented by OCT and Oregon Department of Forestry, in recognition of Lehan’s decades of tree protection and preservation efforts.
Tualatin Valley Fire & Rescue’s Chief Deric Weiss delivered a “State of the District” update, summarizing the agency’s adaptations, throughout the pandemic and amidst summer wildfires, to provide services safely and efficiently. He also detailed projects to be included in a bond measure that could appear on the fall ballot.
During Mayor’s Business, City staff recognized Wilsonville’s recent recognition as a “Tree City USA” for the 23rd consecutive year, acknowledging the City’s ongoing commitment to maintaining and promoting its urban forest. In conjunction, Mayor Julie Fitzgerald read a proclamation in observance of Arbor Day (April 30).
Mayor Fitzgerald also read a proclamation recognizing April as Volunteer Appreciation Month, and acknowledging about 400 community members who donate time to a variety of City programs for the benefit of the community.
At the work session held prior to the meeting, the Council’s reviewed preliminary bylaws established to guide the City’s new Diversity, Equity and Inclusion (DEI) Committee. The City received more than 40 applicants for its new DEI Committee; finalists are to be interviewed by Mayor Fitzgerald and Councilor Lehan before 11-to-13 appointment recommendations are brought to the Council for approval.
City Planning staff sought the Council’s input on a Town Center Streetscape concept that incorporates elements of the preliminary “River Environment” and “Technological Innovation” draft concepts favored by the community. The blended concept is to serve as the basis for the development of the draft Streetscape Plan.
The next meeting is scheduled to be held virtually on Monday, April 19, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
