City Council Approves LED Streetlight Conversion, New Frog Pond West Subdivision
September 24, 2020 — At the September 21, 2020, meeting of the Wilsonville City Council, the City Council approved contracts to fund and execute the first phase of the City’s planned conversion to LED street lights. About 950 lights are being converted before the end of the calendar year to make City lighting safer and more energy efficient.
At a public hearing, on first reading, Council adopted two resolutions that annex and rezone approximately 17.5 acres on the west side of SW Stafford Road south of SW Frog Pond Lane within the Frog Pond West Master Plan area, enabling development of the 71-lot, single-family Frog Pond Ridge subdivision.
On second reading, the Council adopted two ordinances to annex and rezone approximately 5.85 acres on the south side of SW Clutter Street, west of SW Garden Acres Rd.. The ordinances zone the property for the construction of the 110,000-square-foot Coffee Creek Logistics Center, the first scheduled project to be built in the future Coffee Creek Industrial Area.
Natural Resources staff received the Council’s consent to continue contractual relationships with two organizations – Friends of Trees and the Backyard Habitat Certification Program – which each provide programs that encourage and support habitat building, conservation and other activities to grow and protect the City’s urban forest and build a sustainable habitat.
The Council approved a contract with Angelo Planning Group to collaborate on the City’s Middle Housing in Wilsonville Project, a long-range plan to make available a variety of residential units of quality design at affordable prices. A component of the City’s Equitable Housing Strategic Plan that ensures compliance with Oregon House Bill 2001, the project includes focus on the future Frog Pond East and South neighborhoods.
Additionally, the Council approved an agreement with Tetra Tech to complete a Risk and Resilience Assessment and Emergency Response Plan for the City’s water infrastructure in order to ensure compliance with the American’s Water Infrastructure Act.
A supplemental budget adjustment was approved, rolling over more than $7 million in unused funds from the previous fiscal year to complete Capital Improvement Projects. The adjustment also includes new budget for additional items, including COVID-19 response efforts and design work to facilitate the future expansion of the SMART Fleet facility.
After the meeting, at a meeting of the Urban Renewal Agency Board, the Board approved a supplemental budget adjustment to rollover more than $2 million in unused Capital Improvement Project funds from the previous fiscal year.
During the work session (video) prior to the meeting, Community Development staff provided a summary of public feedback collected on preliminary concepts for the I-5 Pedestrian Bridge and Pedestrian Plaza. Project managers presented the community’s preferred designs and elements, and answered questions from Councilors about the bridge’s cost, life expectancy, seismic resilience and other project aspects. The Council is scheduled to consider adopting the preferred designs at the Oct. 5 meeting.
The next City Council meeting is scheduled to be held on Monday, Oct. 5, at 7 pm; a pre-meeting work session begins at 5 pm.
