City Council Declares New State of Emergency, Renews Another; Annexes, Rezones Land for Pending Development in Coffee Creek
September 14, 2020 — At the September 10, 2020, meeting of the Wilsonville City Council, the City Council approved a State of Emergency declaration in order to obtain additional latitude to mitigate the effects of regional wildfires in the interest of public safety. The declaration expires Oct. 15.
Additionally, the Council extended a previous State of Emergency declaration, adopted in March to aide ongoing response to COVID-19. The declaration has been extended through Nov. 3.
At a public hearing, on first reading, the Council adopted two ordinances to annex and rezone approximately 5.85 acres on the south side of SW Clutter Street, west of SW Garden Acres Road, in the future Coffee Creek Industrial Area. The ordinances properly zone the property for the construction of the 110,000-square-foot Coffee Creek Logistics Center, an industrial development consistent with the Master Plan.
On consent agenda, the Council approved the minutes from a number of previous meetings for the public record.
During Mayor’s Business, the Council discussed the Oregon Department of Transportation’s preliminary plans to utilize tolling on portions of I-205 for congestion relief and revenue generation. The City is preparing a comment letter requesting that ODOT study the economic and quality-of-life impacts on communities directly impacted by proposed tolling, including Wilsonville.
During the work session, Economic Development staff sought the City Council’s input on a draft of the new Wilsonville Investment Now (WIN) program, which incorporates policy considerations recommended by the Urban Renewal Task Force. WIN provides tax rebates for development projects outside of the City’s existing urban renewal areas; the program offers incentives to attract a wide range of businesses and flexible evaluation criteria that supports equity & inclusion and the expansion of existing businesses.
The next scheduled City Council meeting is being held on Monday, Sept. 21, at 7 pm; a pre-meeting work session begins at 5 pm.
