City Council Report for May 1, 2017
At the May 1, 2017, Wilsonville City Council meeting, the Council unanimously approved Resolution No. 2626 declaring the City of Wilsonville as a welcoming and inclusive city. Specifically the resolution states, “The City of Wilsonville is an inclusive City that has and will continue to welcome the collective contributions of all persons, honoring and respecting people of every race, color, national origin, immigration or refugee status, heritage, culture, religion, sex, gender, gender identity, sexual orientation, marital status, mental and/or physical ability, age, or economic status.” The resolution continues, “The Wilsonville City Council encourages all Wilsonville residents to unite and work together to promote kindness and understanding in our shared community, rejecting hatred, bigotry, and divisiveness, as this community strives to protect the freedoms held dear and granted to all by the United States Constitution. While this City Council may pass this inclusivity resolution in the hope that it is inspirational, the only true measure of its success will be in how all members of the community elect to treat each other day in and day out.” The full resolution is available on the City’s website in English and Spanish.
The City Council also contingently approved a 99-year ground lease and two related agreements that will allow a six-foot diameter raw water pipeline, that will serve a new Tualatin Valley Water District (TVWD) and the City of Hillsboro water treatment plant, to run through approximately three miles of the City’s public right-of-way and other City property.
The pipeline provides water from the Willamette River intake facility in Wilsonville to Hillsboro, and potentially other cities in Washington County. The approved lease and related agreements specify the total amount and types of compensation the City is to receive, including ground rent, seismic upgrades around the water treatment plant and intake facility, and several public right-of-way infrastructure improvements that TVWD will provide as a part of the pipeline construction. The agreements also designate Wilsonville as the manager of the current Wilsonville plant which is owned by TVWD and Wilsonville and also serves the City of Sherwood. The agreements also provide for upgrades to the intake facility that will provide Wilsonville with additional capacity. The approvals are contingent upon the City Council’s acceptance of a final intergovernmental intake agreement that governs the volume of water each party can draw from the Willamette River.
In Wilsonville the pipeline route runs north from the water treatment plant up Kinsman Road and 95th Avenue, west on Ridder Road and then north on Garden Acres Road. A portion of the pipeline is now under construction as part of the Kinsman Road extension project between Barber and Boeckman Roads, while the other segments to be constructed in Wilsonville are over the next five years and prior to the pipeline’s completion in 2026. Under Communications, staff of Republic Services, Wilsonville’s waste hauler and recycler, presented an annual Wilsonville community garbage and recycling report. The City Council also heard a report regarding a plan to combine the City’s annual neighborhood barbeque events into a single-event open to all community members to be held at Town Center Park in August in conjunction with the Wilsonville Town Center Master Plan.
During work session prior to the meeting, the City Council heard reports regarding the potential use of red-light camera systems and diversion program for youth and adults; an update on the Basalt Creek Concept Plan; transit funding; and the French Prairie Bridge evaluation criteria.
