Council Adopts Public Art Policy, Approves Funding for Boones Ferry Park Improvements
November 7, 2023 — On November 6, 2023, the Wilsonville City Council approved a Public Art Program Policy and Guidelines recommended by the Arts, Culture and Heritage Commission (ACHC). The action provides an essential framework for the City’s development of a long-term plan to showcase, grow, manage, and maintain the City’s public art collection.
In support of growing a more vibrant cultural community, the Council approved the ACHC’s Five-Year Action Plan and Annual One-Year Implementation Plan. The Plan summarizes recent work accomplished by the ACHC, provides a longer-range plan, and details objectives for the current fiscal year.
The Council approved two contracts that advance the City’s 2018 Boones Ferry Park Master Plan. The first funds the $345,000 replacement of 30-year-old restroom facilities with two accessible, individual all-gender restrooms; the other funds the $750,000 purchase and installation of new, inclusive play equipment and unitary surfacing that replaces existing 26-year-old play amenities.
After a long deliberation on the proposed rate schedule for 2024 waste and recycling collection services, the Council chose to postpone adoption of increased rates. The Council requested additional information from Administrative staff and Republic Services to inform further consideration of 2024 rates at the Dec. 6 meeting.
Following a public hearing, the Council adopted revisions to the Solid Waste Franchise Ordinance and Administrative Rules. This action facilitates the addition of new Metro recycling services and incorporates revisions to align the annual rate review process with Clackamas County processes.
The Council approved a $290,000 contract with OpenGov, Inc., for the five-year renewal of the City’s asset management software, Cartegraph, which allows the City to inventory publicly-owned infrastructure, track maintenance activity and labor hours, and schedule preventative and reactionary work through work orders.
To fund the City’s annual street maintenance program, the Council approved a $252,000 contract with Century West Engineering that funds the planning, design, and construction of street surface rehabilitation projects necessary to maintain a safe and reliable street network. The 2024 program rehabilitates paved surfaces, and updates sidewalk curb ramps and pedestrian push buttons to current Americans with Disability Act (ADA) standards on portions of Boones Ferry Road (between Bailey Street and Wilsonville Road), Bailey Street (east of Boones Ferry Road) and Boberg Road (between Barber Street and Boeckman Road).
The Council approved a roadway jurisdiction transfer, from Clackamas County to the City of Wilsonville, for portions of Stafford Road and Frog Pond Lane located within the Frog Pond West neighborhood. The action allows the City to have authority over design and construction standards to ensure the roadway complies with City standards, the Frog Pond West Master Plan, and the Wilsonville Transportation System Plan.
During Mayor’s Business, Mayor Julie Fitzgerald read a proclamation in recognition of American Indian Heritage Month. Fitzgerald also acknowledged the 35th anniversary of Wilsonville’s Sister City relationship with Kitakata, Japan, and noted three upcoming community events:
- Nov. 8 at 6 pm: Planning Commission’s community forum on housing cost burden
- Nov. 11 at 10:30 am: Veterans Day remembrance ceremony
- Nov. 16 at 5:30 pm: ODOT open house to discuss I-5 Boone Bridge Project
During Communications, representatives from Metro shared details of an upcoming project to restore the Coffee Lake Creek wetlands. Scheduled to get underway next summer, the multi-year project will reshape the creek and include native plants to improve watershed health and wildlife habitat.
During the work session prior to the meeting, Engineering staff shared new analysis that informs an updated draft of the Wastewater Treatment Plant Master Plan. The 20-year Plan, which evaluates technologies and alternatives to provide the needed wastewater treatment plant capacity to meet future demands, details a $120 million capital improvement schedule to most efficiently and cost effectively meet the community’s future needs.
Natural Resources staff presented an executive summary of the draft Stormwater Master Plan, a new 20-year plan detailing the City’s work plan and identifying capital needs to effectively maintain, restore and enhance local watersheds and to meet engineering, environmental and land use needs.
Planning staff sought the Council’s feedback to inform development code amendments drafted to ensure that the Frog Pond East and South Master Plan achieves the City’s housing variety objectives and includes high-quality storm water design standards.
The meeting previously scheduled for Nov. 20 is canceled. The next regular meeting of the City Council is scheduled to be held on Monday, Dec. 4, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
