Council Enters Agreement with WLWV School District to Fund New Primary School Infrastructure

October 17, 2023 — On October 16, 2023, the Wilsonville City Council authorized an intergovernmental agreement with the West Linn-Wilsonville School District that facilitates cost-effective improvements – including street widening, street trees, sidewalks, street lighting and the construction of new sanitary sewer, water, and stormwater mains – associated with the construction of new primary school on Boeckman Road. The School District is contributing $1.2 million toward infrastructure improvements, which are to be constructed, inspected and accepted by the City prior to the school’s opening.

The Council also approved the amendment of an existing property lease agreement with New Cingular Wireless PCS, LLC, that extends the lease and defines payment terms. The agreement allows the wireless company to continue to locate a cell tower complex locally for the community’s benefit.

During Mayor’s Business, the City Council ratified a Local State of Emergency declared by Mayor Julie Fitzgerald on Oct. 6 to provide the City latitude in coordinating an expedient and more effective response to the recent Mediterranean Oak Borer infestation. The action lets the City direct funding for emergency use as needed and suspends standard procurement procedures. 

Mayor Fitzgerald announced that Councilor Katie Dunwell is replacing Council President Kristin Akervall as the Council’s primary representative on the Willamette Falls Intake Commission; Akervall is to serve as alternative representative. 

The Mayor recognized the 35th anniversary of Wilsonville’s sister city relationship with Kitakata, Japan, noting that a student delegation from Kitakata is headed to Wilsonville later this month.

During the work session held prior to the meeting, Legal staff sought the Council’s guidance to inform the framework of a new franchise agreement and administrative rules with Republic Services, the City’s waste and recycling hauler. The new franchise agreement is scheduled to be considered by the Council at its Nov. 6 meeting. 

Engineering staff and consultants summarized the most recent transportation performance monitoring report, a process undertaken every two years to inform the City’s Transportation System Plan (TSP). Periodic monitoring reviews Wilsonville’s system against several key performance measures to assure the TSP continues to effectively meet the City’s transportation goals.

Public Works staff and consultants briefed the Council on the progress of the Community Service Block Master Plan, a project to identify optimal long-term use of the 5.3-acre parcel of City-owned property on Town Center Loop E. that includes the Police/Public Works Building, the Wilsonville Community Center, the former Arts & Technology High School and the recently-demolished Kiva Building. The briefing indicated a need to replace antiquated Police and Community Center facilities with new, resilient buildings that adequately meet the community’s needs. Community engagement will begin soon to inform the development of a preferred concept within the next year. 

The next regular meeting of the City Council is to be held on Monday, Nov. 6, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
