Dr. Joann Linville Appointed to City Council
September 6, 2019 — At the Sept. 5, 2019, meeting of the Wilsonville City Council, Charbonneau resident Dr. Joann E. Linville, a retired higher education administrator who serves on the City’s Development Review Board, was appointed to fill a vacant seat on the Council. Linville is to be sworn in at the next meeting of the Council on Sept. 16; her term continues through Dec. 31, 2020.
Linville was selected by the Council from a pool that included 10 applicants; the five finalists for the position were interviewed at the Aug. 19 City Council meeting. At last night’s meeting, each Council member identified their top two choices; Linville was appointed after a brief deliberation.
Linville began her career in nursing before transitioning into higher education. She earned a doctorate in education from the University of Washington in 2003 and worked for several colleges. Before moving to Wilsonville in 2011, she served as the Vice President of Learning Services at Arizona Western College in Yuma, Ariz.
Afterward, a pair of resolutions were adopted to authorize an easement and a revised license agreement with Portland General Electric. These resolutions accommodate a design change at PGE’s new Electric Avenue vehicle-charging station, to be installed at the Wilsonville Library. Construction is set to begin this month, and the station operational by the end of the calendar year.
During Communications, Dr. Kathy Ludwig, Superintendent of the West Linn-Wilsonville School District, updated the Council on details of a $206.8 million capital bond measure on the November 2019 ballot. If passed, the measure would fund several projects, including the addition of a Performing Arts Center on the Wilsonville High School campus and construction of a new primary school in the Frog Pond area.
During the work session prior to the meeting, City staff continued a discussion of the water rate review with Council. Staff also discussed a rate review now underway with Republic Services, the City’s waste/recycling franchise, which could result in new or expanded services.
