Mayor Delivers State of the City; Council Adopts Two-Year Goals
WILSONVILLE, Ore. — At the May 5, 2025, meeting of the Wilsonville City Council, Mayor Shawn O’Neil delivered his 2025 State of the City Address, which detailed the City’s challenges and opportunities, highlighted recent achievements, and celebrated Wilsonville’s standing as an innovative and inclusive community.
The Council adopted two-year goals that outline specific strategies aligned among four broad goals: public safety and welfare, financial health, communications and engagement, and parks maintenance. These goals guide the work of City staff by providing specific steps that can be taken for the community’s benefit over the next two years.
Additionally, the Council approved a contract with JayRay Ads & PR to execute the City’s ‘Explore Wilsonville’ tourism promotion and marketing services plan outlined in the recently adopted Tourism Promotion Five-Year Action Plan and Annual One-Year Implementation Plan. This work also supports the advancement of the 2025 Tourism Development Strategy.
During the work session held prior to the meeting, staff detailed the Wilsonville-Metro Community Enhancement Program awards for fiscal year 2025-26. The City receives funds through Metro annually to offset the impacts of the waste processing plant facility operated by Republic Services in Wilsonville. These funds are earmarked for “enhancing the host community of the facility from which the fees have been collected” to fund projects that “rehabilitate and enhance the area within the city.”
Nearly $100,000 was recommended by the Wilsonville-Metro Community Enhancement Committee to be allocated to five applicants, including Heart of the City ($41,905 to support building safety enhancements) and Wilsonville Community Sharing ($11,350 to fund their upcoming relocation to the Vuela building). These awards are scheduled for adoption by the City Council at the May 19 meeting.
Also, Engineering staff detailed progress toward developing the French Prairie Road Pathway Plan, a project to replace and extend Charbonneau’s French Prairie Road pathway. The current path is characterized by sections of disrepair and deficient width, gaps in continuity, and non-compliance with ADA standards. The project, informed by feedback from community members, will design a preferred alternative to best serve Charbonneau’s non-auto mobility needs. It is scheduled for adoption upon completion this fall.
The next meeting of the City Council takes place on Monday, May 19, at 7 pm. A work session is scheduled to precede the meeting. The meeting and the work session are open to the public.
