Planning Commissioner Sam Scull Appointed to Fill Vacant Council Seat
October 21, 2025 — At the October 20, 2025, meeting of the Wilsonville City Council, the Council elected to appoint Sam Scull to fill the Council seat vacated by former Councilor Katie Dunwell last month. A member of the City’s Planning Commission and a commercial inspector by trade, Scull has previously served on the City’s Budget Committee and its Development Review Board. He is scheduled to be sworn in at the Council’s next meeting on Nov. 3.
The Council approved the City’s use of three arborists for on-call services as needed. This action allows the City to more efficiently respond to project needs, and to save staff time and costs associated with procurement services for smaller projects not to exceed $250,000.
Additionally, the Council approved a partial repayment of construction costs owed to Venture Properties for construction of the Boeckman Creek Trailhead Park, a future City asset, within the Frog Pond Terrace subdivision.
During Mayor’s Business, Mayor Shawn O’Neil sought to assuage community concerns in the wake of the presence of federal immigration officials by reiterating his commitment to inclusivity and belonging.
During Communications, Republic Services staff delivered a summary of its annual report, which included 2024 customer counts, special events, tonnage hauled, and community outreach highlights.
During Legal Business, City Attorney Amanda Guile-Hinman informed the Council that the City’s new mental health peer support specialist began employment with the City on Oct 14. Denyell Cruise will work from office space located at Wilsonville Community Sharing.
At the work session held prior to the meeting, Legal staff and consultants summarized the annual rate review that establishes Republic Services’ solid waste collection rate for the upcoming year. The review estimates Republic Services’ 2025 return on local service is 5.9%, which would trigger an automatic increase in 2026 rates. The Council requested that staff provide multiple rate schedules for consideration in November when the 2026 rates are scheduled for adoption.
Planning staff introduced the Housing Statutory Compliance Project and sought the Council’s direction to guide staff in the implementation of revised residential land use review processes that incorporate new State requirements while maintaining a clear and transparent process.
Parks and Recreation staff provided a summary of current park maintenance service levels and outlined future staffing that would be needed to maintain these levels as 26 additional acres of parks, trails, and natural areas are added to Wilsonville’s park system over the next three years.
The next regular meeting of the Wilsonville City Council is scheduled to take place on Monday, Nov. 3, at 7 pm. A work session is scheduled to precede the meeting. Both the meeting and the work session are open to the public.
