Wilsonville Adopts Equitable Housing Strategic Plan, Extends Support for Wilsonville Community Sharing
June 16, 2020 — At the June 15, 2020, meeting of the Wilsonville City Council, the Council adopted the Equitable Housing Strategic Plan. Informed by a community task force, the plan identifies and supports strategies to broaden the array of housing options to serve a greater cross-section of Wilsonville residents.
Implementation of this plan is partially underwritten by more than $530,000 in funds by three recent grants from state agencies and Metro regional government. The funding supports development of Frog Plan East and South master plans, implementation of House Bill 2001 for 2-, 3- and 4-plexes in single-family-zoned subdivisions, and outreach to gather Latinx community input on housing discussions.
Following the passage of the plan, Council adopted a motion that directs City staff to provide the City Council with ‘best practice’ recommendations for the future development of a City committee dedicated to the pursuit of goals and strategies that foster equity and inclusion.
The Council renewed the City’s grant-funding agreement with Wilsonville Community Sharing, the local community social-services agency and food bank. The City’s grant of about $53,000 helps to fund support services — including assistance with rent, food, prescriptions and utility bills — to Wilsonville individuals and families in need.
The Council adopted a resolution to advance the City’s Tourism Development Strategy, which greenlights a new Five-Year Action Plan and execution of the 2020-21 Tourism Promotion & Destination Marketing Services Plan. The action extends the City’s “Explore Wilsonville” tourism promotion campaign, which has been reduced for the next year due to COVID-19 travel restrictions.
Having received certified May election results from Clackamas County and Washington County, the Council adopted the terms of Ballot Measure 3-556, which amends the City charter to limit City Councilors to no more than 12 years of service during any 20-year period.
Mayor Tim Knapp read a proclamation, “Celebration of Juneteenth in Wilsonville,” to recognize a State holiday that commemorates the abolishment of slavery in the United States.
Council also:
- Passed a resolution authorizing the final supplemental budget adjustment for the 2019-20 fiscal year.
- Adopted a one-year extension to the City’s existing collective bargaining agreements with the Service Employees International Union and the Wilsonville Municipal Employees Association.
- Approved SMART’s Public Transportation Agency Safety Plan, which the agency must provide to meet eligibility to receive federal funding.
During Communications, Metro staff presented a summary of the “Get Moving” Transportation Bond Measure that is to appear on the November ballot. The taxpayer-funded plan would invest in improving the area’s major transportation corridors to relieve congestion and also fund safety improvements, regional walking and biking connections and other enhancements.
During the period of public input, Wilsonville state Representative Courtney Neron discussed preliminary policy work happening in Salem to address social justice and police reform, and also pledged support for the City’s Equitable Housing Strategic Plan as a catalyst to build a more inclusive community.
The next scheduled meeting of the City Council is Monday, July 6, at 7 pm; a pre-meeting work session begins at 5 pm.
